IT governance and identity management

As the new MIT survey (via Nicholas Carr) shows, good governance does not happen by an accident.
This is pretty topical, as I am more and more convinced that it is actually a company governance and operational model that drive identity management decisions rather than technology. In the light of my recent experience, I’d say that, identity management is primarily about processes and only secondarily about technology. And an important thing about processes is that they are pre-determined by organisational governance and driven by an IT operational model.
